(etcher) Error "Cannot process command" during upgrade from 1.18.11 to 1.19.21

Expected Behavior

Upgrading should succeed

Current Behavior

Upgrading the package yields this error: During upgrade, balenaEtcher opens - which I would not expect. After re-trying the upgrade, the error stays the same, but balenaEtcher application is upgraded.

1. Install 1.18.11
2. Upgrade to 1.19.21

Confirmed--and I'm trying to update from an earlier version (1.5.116) so the 'from' in the title may not matter.

This has been broken for ~3 or more months now

I have the same problem. I tried deleting and installing. Etcher installs fine but Chocolatey does not show Etcher in the "This PC" tab. For some reason Chocolatey does not see Etcher being installed.
