As a quickfix it can be made to autoexpire (make the bot delete it after a few minutes)

Solution: Web interface with all deleted messages

Flow:

User sends /webinterface via PM
Bot sends url to webinterface + token (e.g. https://bot/admin?token=$$)
Token is stored as cookie
Bot now retrieves groups where user is admin
Bot gives user the abbility to browse all deletions using simple rest api based ui
