Rewrite util classes [SemVer] and [SemVerRange] to C# class library. This change addressed some issues and got better testing.

[SemVer] Version precedence processing based on the Semantic Versioning 2.0.0 standard (#40)
[SemVer] Addressed issue that type name duplicated with [System.Management.Automation.SemanticVersion] in PowerShell Core (#39)
Add unit testing for SemVer (#36)
