Maintain tags #19

As a teacher I want to maintain tags so that I can change tag names for searching purposes.

Acceptance criterias:

It has to be possible to add/delete tags
It has to be possible to select tags while maintaining diploma data or besides the title while searching
There should be no limit of tags for each diploma thesis
It has to be possible to set colours for specific tags

The Selection of tags can be only done with Forms, that means you have to implement a range of tags that you send mi via json, i can use them to make an assoziatation to the thesis, so for my it is finished There is of course a Limit for Tags and this is one Tag per Diplomathesis
