tophat fusion for read length <50bp #5

current tophat parameters do not call fusions for read length 50bp or less

need to adjust parameters, likely need --coverage-search to be enabled, whereas 
it is explicitly disabled in shanker's default parameter settings

Read manuscript and online manual and discovered that Tophat-Fusion will not 
work on reads less than 50bp because the algorithm requires multiple 25bp 
segments
