Check for empty summary

When trying to submit issues created from Mylyn to google code, the
following error always occurs:

"system error retrieving feeds".

What steps will reproduce the problem?
1. Create and save a new task, affected to a google code repository. It
appears in the "Unsubmitted" category of the task list.
2. Submit it.

What version of the product are you using? On what operating system?

Google Code Mylyn Connector Feature 0.1.0.200911210146NGT
Mylyn Task List (Required)  3.3.1.v20091215-0000-e3x
eclipse-java-galileo-SR1-win32

System :
- Windows XP sp3
- Eclipse Galileo

This happens if you leave the initial comment empty. This is not allowed by 
google and we should check for that to provide a better error message.
