Add side padding option

Hello, I use mintty on a TV, and there is something wrong with my display where 
the very left 2-3 pixels are chopped off.

I use mintty in full screen mode.

I would really love some sort of option for the .ini file where you could add a 
few pixels of background padding on a side of the window.

I'm very reluctant to add a mintty-specific workaround for what's a system-wide 
problem. Have you tried to find a general solution for this? I'd look for 
overscan settings for the graphics card and the TV.
