New Start restart logic #38

This is ready to test. We need to confirm these use cases:

  1. Do a new start for a Stopped acct via the SP. It should restart it in CJ
  2. Do a new start for a Stopped acct via the SP that fails. We should be able to edit and resubmit via the event viewer. It should restart it in CJ.
  3. Do a new start for a Stopped acct via the SP that fails. Do the process payment flow via the Admin. Confirm that works as expected.
