CI builds for macOS #2

Add tests and builds for macOS (whatever github actions supports)

Added in https://github.com/mkroman/bouffalo-cli/commit/1343aecd047ea22e63d19631bbde067cd3235d4a

But on macOS this will build a dynamic binary, so I'm not sure how portable it actually is - maybe if combined with cargo-bundle it becomes more portable.
