AI players gain Mercenary when available #591

What steps will reproduce the problem?
1. Start a game with Saboteur and Mercenary
2. Play Saboteur
3. AIs buy Mercenary to replace it

What is the expected output? What do you see instead?
Mercenary cannot be bought in this situation, as it is not in the supply.

What version of the product are you using? On what operating system?
Android 4.3, Androminium 4.0.1
