Proxy provider "warning" should probably be "info" instead #72

If you don't set the PROXY_PROVIDER and a default is found, it logs a WARNING, 
but it should probably be a mere INFO message instead. And/or consider 
arranging the code so that if a value *is* provided that no INFO or WARNING is 
logged at all.

Just... make it better.
