Set Manifest Property `Plugin-Minimum-Java-Version` to `11` #53

Side note: I don't know what your release procedures are, but you can copy the workflows from the MapRoulette plugin if you want a release on every push to master or Mapillary if you want to start the release process yourself by creating a GitHub release.

Fixed. I've compiled it against java 17 instead 11.
