No work with tag <fieldset> has child is tag <legend> #81

What steps will reproduce the problem?
1. Use same sample on download file 
2. Modified as follow
<fieldset class="box1">
<legend>Title here</legend>
lorem ipsum dolor sit amet lorem ipsum dolor sit amet lorem ipsum dolor sit 
amet lorem ipsum dolor sit amet         </fieldset>
3. The border is gone

What is the expected output? What do you see instead?
The border should be still on fieldset with legend tag.

What version of the product are you using? On what operating system?
Ubuntu 10.10 + Opera 11, Windows 7 + IE 8 have same results.

Please provide any additional information below.
