Update comment extraction REST API endpoint to handle Fortran/C/C++ #11

This is now handled for the zipfile extraction endpoint (https://github.com/ml4ai/skema/pull/271). The single file extraction endpoint still assumes Python. Since we are moving to tree-sitter, I suspect we don't need the single file endpoint to be updated, so I will close this issue.
