Changed the path and add instructions for Windows users

I don't know if I should do a pull request, I am not very familiar with that. But I had to deal with few problems while trying to run the repo on my Windows machine.

So I updated the project and put more detailed instructions that will be useful for Windows users :

• In the code: I added a / to the path of the checkpoint folder, because if not it will fail to move in it.
• In the readme :
  1. I indicate to rename the Lib folder to lib the root of the Anaconda3 installation folder, before creating the tensorflow environnement, to avoid this error.
  2. I precise that the file has to be encoded in utf-8

Hi @mathildebuenerd, I am so sorry and really apologize that no one looked at this pull request! Thank you so much for your contribution to ml5! We've made some changes since to how this module works and there are even some additional ones in #19. I would like to include your contribution if possible! Would you like to revisit this?
