The logged-out dashboard is identical to the logged-in dashboard, but with these changes:
[x] the Newsfeed tab doesn't show activity items, but shows a widget that will (probably) contain an RSS feed from news.commons.mla.org. The tab is renamed to "MLA News" for now.
[x] the sidebar doesn't show the profile area, "MLA Sites" or "MLA News," but only shows "MLA Resources"
