template changes to improve accessibility on category-ask-the-mla #30

This is a template change to improve accessibility that Jen requested back in late November. The template was nesting h2s under h3s, so I made an adjustment.

Had trouble recompiling the sass and want to review this on chaucer before deploying to prod. No rush, though.

I'm closing this PR since it's out-of-date and a front-end template change that we should run by Kevin anyways.
