DONE:

[x] Added proto directory and an initial Oracle service definition
[x] Reshuffled Nix so each directory gets their respective Nix file (proto/proto.nix, pure-impl/pure-impl.nix)
[x] Configured and applied pre-commit-check much like @MangoIV did
