Downtime alerts #8

If the testnet goes down, we should be alerted in Slack.

At the very least, we should have alerts fire if any of the following happens:

Testnet becomes inaccessible
Testnet stops producing blocks

Andrea/Marton can provide additional details on how to configure alerts.
