Place bid modal #151

Build out the 'Place Bid' modal dialog so that it is consistent with the Figma mockup (make any adjustments as necessary).

Acceptance Criteria:

[x] When user clicks on the 'Place Bid' button, a modal dialog appears
[x] The 'Place Bid' modal dialog is consistent with the Figma mockup (with any necessary adjustments)
