Move Metadata code from CTL #9

here in CTL is some Seabug specific metadata code that we want to remove. First part of removing this from CTL safely, is implementing it in this repo, and changing all references to the code here.

As such, the task is simple - copy any seabug specific code from CTL to Seabug-contracts. Leave anything generic enough that it would make sense to remain. (You should only need to copy over Seabug and Seabug.Share)
