Update plutus-apps to next-node #2

We need plutus and plutus-apps updated enough such that we can upgrade our contract to PlutusV2 Complete #1 first

This need not be next-node anymore, just a somewhat recent plutus-apps version in which plutus-simple-model, plutip, and contract model tests will work
