Need proposal to standardize device registration #6

To achieve our goal of having off-the-shelf devices that work with the IoT CS, we are going to have to tackle the means by which devices are registered with the cloud. Having a thing description and thing interface definition is important, but we will not have achieved our ultimately aim if device registration is not defined.

There had been some initial lifecycle discussions in the group about a half year ago, but they are currently out of scope.

We should restart the discussion in the group after the next plug fest, when the lack of a standard is obvious to participants.
