The timzone should be taken from HA time zone settings, not the browser

Some of us are using privacy focused browsers that resist fingerprinting. The timezone is another thing that's used to fingerprint. As such, this weather chart cart should be using the timezone specified in the home assistant settings rather than whatever it's doing now.
