We currently keep it by team but it would be more simple and consistent with the rest of the permissions model if we kept a separate list for each app. This would also mean that we could give a user access to a single app and they could do everything they needed to without being able to do something that would affect a different app.
The advantages of keeping the list for a team is that one app making an email address go on to the list will cause another app not to send out to that address. This could happen but is it really such a big advantage?
