Windows version will not open #60

What steps will reproduce the problem?
1. Trying to open Webcam Studio.cmd

What is the expected output? What do you see instead?
I expect Webcam Studio to open. Instead command prompt opens and tells me that.

What version of the product are you using? On what operating system?
I'm using WebcamStudioX-0.57beta2 on Windows 7 Home Premium.

Please provide any additional information below.
I've installed Java and the GStreamer before I tried opening the program.

Seems to be an issue on windows where gstreamer libs cannot be found.  Next 
version of webcamstudio is not using gstreamer but ffmepg for better 
compatibility
