demote 'Destroy Found Set' button

Move the button for 'Destroy Found Set' down to where the 'Lend' and 'Merge' buttons are located in the administrative interface.

the destroy found set is gone anyhow in the new design. if we re-enable it, it can maybe be down below.

it seems not to be coming back. if we bring it back and it's in the wrong place, I guess we can re-open this ticket.
