Ability to add rcp-bypass param file in the results directory of the benchmark that needs rcp-bypass
benchmarks which dont have rcp-bypass flag file, should generate a scaling.json if rcp test passes but score is faster than rcp-mean
2nd is already supported but it gets skipped for benchmarks if the submission has rcp-bypass.
We should skip normalization only for the benchmark which requests rcp-bypass but nromalize other benchmarks as usual
