v0.7 tag is missing #406

Which commit is used for v0.7 runs?

Currently, instruction for BERT is broken as both wiki dump dataset is missing and also the master branch of WikiExtractor does not containWikiExtractor.py.

And so is 0.6 #319 ... looks abandoned....

@peladodigital do you know how to do this? I would just base it off the submission date for v0.7.
