Compliance Checking Open #358

There is a PR which needs finalization for compliance checking for Open submissions.

Please review this PR for submission today, and make sure to get the newest copy of the compliance checker after today. If you are submitting to closed, this PR will not effect you. This fixes errors people submitting to open.

Also, we will not be making any new changes to the compliance checker for closed. If you submit a package which is checked by "0.7.0-rc3-closed-division" then you are allowed to submit to MLPerf training v0.7.
