Clarify that "available" includes systems which are supported but no longer available for purchase #363

Some submissions this round will likely be on NVIDIA systems that are supported but which cannot be purchased directly anymore. To be consistent with the intention of "available" we think this should be allowed under the available category.

SWG:

We think that "available" should have some inclusion/allowance for "supported and previously available hardware" with details to be determined during this review committee/future SWG as there is subtly here to discuss. In particular, we know some submitters this round fall into this situation.

We seek to enable submissions for this round and want to form a long term position another time. No matter what, make sure you submit this round. Submissions of this type are allowed this round can be marked as "available".
