SSD convergence studies #395

In interest of helping define rules for convergence, NV has done many convergence studies sweeping hyperparameters with SSD that we would like to share with the committee.

this issue is now redundant with https://github.com/mlperf/training_policies/issues/392. we can close this in favor of that one, since the convergence discussion is all happening there.
