[MLPerfHPC] HP-borrowing doesn't have to replace old results #481

This PR proposes that in the case of weakly-scaled HP-borrowing resubmissions, the new set of results does not have to replace the old, as the amount of work required for these submissions is massive. This was a point of discussion in the MLPerf HPC v0.7 review meetings.

This rules change was approved in the HPC WG meeting on Apr 18, 2022. The PR can now be merged by those with authority (not me), e.g. @johntran-nv
