enable deleting a user's entire event set from admin #4

it may happen that an admin of a realy may be asked to and want to grant a request to delete the entire set of events from a subscribing npub, this is an indiscriminate action and only one that should be allowed from an administrator because of the potential for bugs causing delete events with k tags, k tag deletes are just not even being processed.

ok, but there isn't a function existing to delete all events for pubkey and it would take me ~2h to makek this happen

i'll get around to it but it's not priority right now
