add possibility to use mods downloaded from workshop #17

Currently just the <user.home>/Zomboid/mods folder is used for Storm. We should add a possibility to load mods from workshop too, to make this mod even more distributed.

Pre requirement: The mod should only be loaded, if it's activated in the mod panel (activated by the user) See Issue #14

Load mods from workshop folders. (e.g. all mod folders which are used by PZ natively)
