Dissonant Whispers should not provoke opportunity attacks #907

Dissonant whispers is a strong spell. Adding multiple opportunity attacks on top of that is far more powerful than expected from a 1 mana spell.

Working together should be encouraged, but when something is this powerful in a case like this then it should be balanced for that case and then it is quite bad when not using this exploitative case.

One potential compromise solution would be to add "A creature moving this way cannot provoke more than one opportunity attack", but I'd be fine with just making it not trigger opportunity attacks at all.

I don't like breaking the rule for this. Stating that the creature must take the disengage or dash action should be enough.

Regarding reaction to move from #902:

I think it's fine to keep both of them - Fear is a persistent frightened effect that makes the creature want to keep moving away, and Dissonant Whispers is a brief/momentary psychic effect that forces the creature to move against its better judgement.

Dissonant Whispers is basically you whispering a sound that lacks harmony that it causes the target pain that they want to move away from. Fear, Incite Panic, Fearsome Beast, etc all also compell a creature to move away. There is no reason that the mechanics should behave differently when the thematics are basically the same of "the creature really wants to move away". I think it's a better system design to have creatures act on their turn the vast majority of the time and Dissonant Whispers is the only one that has the targets move outside their turn so I think it should change.

Dissonant Whispers in general is a weird thematic spell. It's basically single target Pain + frightened, but through bad harmony. It would work better for a subsystem made for a Minstrel.

Dissonant Whispers reworked a bit to cause the creature to move on its turn like all other effects do.
