A user does have to been authenticated in order to submit a volunteer application, but we need to figure out what we want to do if a user tries to submit multiple applications.
Deny all after the first one?
Overwrite the first application (user submitting a more updated version of the application)?
Create a view + functionality that allows a user to update and view the submitted application?
