Prefect connection for job deployment #174

This PR adds the following features:

Submitting training and inference jobs to prefect
Checking the status of training and inference jobs

Additionally, it adds GitGuardian checks to pre-commits.

For testing purposes, there are TRAIN_PARAMS_EXAMPLE and INFERENCE_PARAMS_EXAMPLE sample jobs, which should be replaced by the user defined segmentation parameters.
