Haproxy to service #17

Goals of this PR are:

allow to config new haproxy configuration from service (for service like ldap / git using ssh / ...)
In some case we don't want to use caddy server for http/https but direct traffic from haproxy to the service.

this was tested against mlfmonde/cluster_lab#5
