Dev admin dashboard

This is the basis of an admin-dashboard, including list of users and list of exercises.

Further changes to make:

• proper pagination at user- and exercise-list
• add solutions-list of solutions a given user has reached in
• add linking to displayed tools (e.g. create exercise pages)
• make user-dashboard out of this
• improve statistics
