Adds request functions on the frontend that allow the frontend to hit the api.

Rather than merge this PR, I"m going to use it as inspiration and reimplement this and then some based on what you did. My plan is to:

Generate TypeScript types and client code for our rest API using nswag or something like it (using the swagger .json file provided by FastAPI)
Rather than use environment variables for the frontend, I'll use the config.json to provide environment-like values to the frontend.
Use Material UI in place of reactstrap
