Set TF Infra in Place

Did the following:

• Reviewed the whole setup process in a brand new project
• Described Destroy stage explaining how to remove durable data like (DB and storages)
• Described an automated way to create service accounts and assign roles
• Rolled back some things like remote state and storage management by TF. Basically did that because it would be easier to final user to execute the whole process. I tried to explain how to avoid destroying storage in the README file.
