Add PB_ prefix to macro names #106

Add the PB_ prefix to UNUSED() and STATIC_ASSERT() macro names to avoid any 
name collisions.

But do this only when nanopb-0.3 comes out, in case someone is using nanopb's 
macros in their own code.
