Add option to not add timestamps to .pb.h and .pb.c preambles

There are usecases when one does not want to add timestamps to generated source 
files. I came up with the patch that adds a possibility to disable this feature 
with -T command line option (feel free to change).

I guess this is for storing the generated files in version control or something?
