Release version 2.20.0: "Stripped Bolt Head" #380

This automatically-generated pull request adds the commits necessary to make the 2.20.0 release.

@rcurtin @coatless @zoq Seems there is a minor issue with the documentation for the 2.20.0 release. The changelog (https://ensmallen.org/docs.html#historychangelog) currently shows "ensmallen ?.??.?" instead of ensmallen 2.20.0.
