Release mcboost 0.3.0 #31

First release:

[x] Check that all exported functions have @returns and @examples Checked!
[x] Check that Authors@R: includes a copyright holder (role 'cph') mlr3 does not have this!
[x] Check licensing of included files No external code
[x] Review https://github.com/DavisVaughan/extrachecks Done

Prepare for release:

[x] urlchecker::url_check()
[x] devtools::check(remote = TRUE, manual = TRUE)
[x] devtools::check_win_devel()
[x] rhub::check_for_cran()

Submit to CRAN:

[x] usethis::use_version('patch')
[x] devtools::submit_cran()
[x] Approve email

Wait for CRAN...
