Add time.interest argument to ranger #321

This requires ranger version >= 0.16.0 (on CRAN since yesterday). Do we have to depend on the version, e.g. in DESCRIPTION?

Currently, we don't update the dependency requirements when adding new parameters, but I have considered it at least. For now just leave it as is and if we decide to be stricter we will have to update all learners anyway.

Our parameter test also shows that 'node.stats' was added. What is the reason why this is not included in this PR?
