refactor: use `tsk()`, `stopf()`, and minor lints

[m-muecke]

• Use tsk() instead of mlr_tasks$get()
• Update .lintr config
• Replace stop() with stopf()
• Remove redundant nested if statements
• Use leading zero for numerics
