Add alert with error when there is form submission error

User/group edit nicely have error messages for the fields, but its not super obvious that there was an error at the moment

Also add these potential error messages into the report/negotiation card along with the same error pop up

Added error pop up for all forms except report. Look into adding error tags to more fields in the negotiation card and report to continue this task
