Update add-on template and upgrade version to 2.13 #28

Changes

  1. Updated the add-on template to the latest version recommended by the community.
  2. Revised the information in 'buildVars.py' and incremented the add-on version to 2.13 to prepare for the upcoming release.
  3. Implemented an automated workflow that simplifies the process of releasing new versions.

@mltony I'll do something similar for other add-ons if you think that's appropriate.
